Due to the new packaging law coming in soon in July, there is no way to exclude Germany from your send to list unless you do the pain staking solution of literally adding every single country you send to one by one.
Even if you exclude them from the EU countrys you send to they still come up on the "every where else" section, this should not be happening, what is the point of having a seperate section for Europe in the first place if those countrys are still being included in Everywhere else, there must be a issue there some where.
As Etsy could stop you selling all together if you have Germany showing on your send to list and you have not registered for the new LUCID registration number this really needs to get sorted out ASAP.
Sadly, I've decided to opt out of all the EU countries and just add the ones I want by hand. It took me about 2 hours to do but there you go. No more selling to Germany and France for me sadly
Covid, and the much higher shipping costs due to everything now being required to be sent OS from Australia via Tracked postage, and no longer being able to send anything other than a 'document' at letter post rates, I have already lost 80% of my overseas sales in the last 2 years.
I guess this just finally kills off most of Europe for me now. Sometimes I wonder what the point of staying open is.
It seems to me that Etsy are actually promoting my items to Germany at the moment as I am getting more sales there than ever! Has anyone found an easy solution yet to exclude a country?
there is no easy solution, unless you are in the USA or Canada, and use calculated shipping,
the rest of us have to go in and add countries one by one,
It is currently illegal to offer for sale to France, Germany, Greece, Slovakia, Lithuania, and a couple I have forgotten, unless you have registered, so I would make it a priority to fix shipping profiles.

I have now altered my standard shipping to UK, Australia, NZ, Canada and US only. I am UK based. So sad to have to exclude so many other countries but nearly all of my sales are to UK and US anyway and don't have time to add scores of countries individually.
Do you know where to go to exclude shipping to Germany? I can't seem to contact Etsy support.
