I'm Desperately to add a new credit card to my list on the Payment Settings and is NOT accepting any of them!!!
It is some kind of bug or have somebody else same issue?
I have to refund a product and I'm horrified, I'll die if the client thinks I don't WANT to refund it...!!!
Never ever had this issue before!
Payment settings>billing. Make sure you have not removed the current credit/debit card. Add a new one, make as default, then delete the old one.

Where are you running into issues? Typically, you add the new one - in payment settings - Billing tab. Then click on it to make it the default. Sometimes it can take a day or so to have that option to show up.
* this is NOT the credit card you use for shopping, which is in your profile - that can only be changed when you check out the next time you buy something. (Last time I checked!)
