I've sold many of this item before, have all the package details in correct. For some reason with this order, they were only charged $1.31 and it should have been close to $9.00.
What should I do? I do not want to absorb the cost.
There is a glitch with calculated shipping. Etsy is working on it. You can let your buyer know that Etsy made a mistake on shipping. See the other thread on Forums about this.
There really isn't anything you can do, at least not that isn't going to upset the buyer.
You basically have two choices if you want the buyer to pay. 1) Send them a bill for the remainder. 2) Cancel the order and ask them to reorder, hoping Etsy does it correctly the next time.
It really isn't fair to do that to buyers, but what Etsy did to you isn't fair either. Etsy really needs to get their act together. The number of glitches we get these days is absolutely ridiculous. They have become a very unprofessional company.

Good advice from dayspringcollectible. There is another Thread out, where the OP said Etsy Support confirmed this was a glitch, but they have not made an Announcement, which really should have been done.
The buyers know they are getting a deal on shipping so I wouldn’t overly worry about letting them know. The difference could easily be $10 or more and sellers should not have to mutely accept this.

UPDATE: I spoke with an agent on etsy help chat, and actually got a refund for the price difference! I was so pleasantly surprised that support was supportive. It took some doing to get to that place.
I provided multiple screenshots of my shop and various shipping settings and they gave me a "miscellaneous credit". Agent said it was a one time thing, but I pushed back on that. Shrug, we'll see what happens.

@EveryDayDabble It's good Chat took care of it for you, and refunded you, but the "one time thing"; it's Etsy's glitch and shouldn't come out of anyone's pocket. So I hope they squash that bug real fast.

Does anyone know if this glitch has been fixed yet? It's now in the 4th day with no response from Etsy.
