I have been trying to send my customers a message, but i keep getting error messages. I have contacted support, but they are taking time to get back to me. Is anyone else having this issue or know what it might be.

No issues sending messages, have you tried both the app and pc?
You could try getting Etsy to give you a call back
If all else fails, you can contact your customer via email, you will find their email in the order form

It could be a glitch or you have sent unsolicited messages to potential or previous customers

The error message i get is
'Hmm. Something went wrong. Try refreshing, but if this persists contact support'
I do message every customer a thank you, but that is all. I haven't messaged anyone who hasn't ordered from me. Could this still be a problem? I assume this is fine.

It should not cause a problem, I send all my customers a thank with care instructions after purchase and shipping updates in case of delays. Sounds more like a glitch

I'm getting that too but my messages are all going through. I'm just ignoring it.

I eventually requested a call back from Etsy, the person i spoke to couldn't help but she has forwarded my issue to another department. I did raise a ticket myself, but never got anything back from Etsy.

Short answer- Yes.
Longer answer- Live chat & phone call backs are just a call center. They can't help with much that isn't already covered in the Help Center. They are also known to give completely incorrect information.
The email support ticket option will usually get you to an actual etsy support employee eventually but it may be generic bot replies initially. You have to keep responding with "I still need help" until you get a real human. Even then you may get different humans answering each reply which can get really annoying and confusing especially if you have to keep repeating the issue or problem until someone is finally able to help.
