Error Message Every Time I Try And Set Up Free Shipping

I am trying to set up a Free Shipping promotion in Sales And Discounts.  It's for Free Shipping sitewide on orders of $79 or more.  Every time I try to set it up I get an error message:  "Oops!  A stitch has gone awry.  Please try again."  This is happening both on my laptop (Apple, Firefox) AND in the Etsy seller app on my phone.  I have set these things up before so I'm not new at this.  What's going on?

Try using Safari - I stopped using Firefox because of so many problems.

If the issue is in both Firefox AND the Etsy Seller app, I can't imagine it will work in Safari.

I never use the app for anything important. I always use a browser.

I obviously used my browser first.  Like I said, it did not work, so I tried to do it on my phone.  As I said in my original post, neither is working.
