Is it not possible to edit shop announcement from cellphone? Need to remove sale announcement but not at desktop.

Do you mean via the Etsy Seller app? Go to shop settings, then shop appearance, then shop announcement.
Yes I was able to do it yesterday from the app as explained in the comment above.
