Download button not appear on buyer's receipt

Hello. I have read the same problem in the other discussion at 11/22

But I have not got any conclusion for the problem.

My shop sells a cute stream overlay. And for the downloadable file, I give my customer a PDF with a link in it to access the package on Drive. But lately (approximately 3 days ago) some buyers can not find the download button, either on the Etsy receipt or on Email, while others purchasing just fine. In my 'download' section on shipping and order, those who had a problem with the files have 'in progress' instead of the download button. Is this related to my files or is this some scam🥹 or any other problem I need to fix?

I have had the same issue for 6+ orders since yesterday, they are all in progress I have to manually send them PDF, because Etsy did not send anything nor they can access it. In the Purchase History, it says In Progress

I had the same as well a few days ago. It was a product successfully purchased by many and then suddenly no download button with the latest customer.

Files are perfectly attached on our end. 

I forgot to add: customer reached out to Etsy and they refunded the purchase for her before we could react.
