Digital Downloads for International/Foreign Language Customers

I received a 1-star review from a Spanish speaking customer, which read something like "price is too expensive for what I received". I messaged them to follow up, as my listing includes 2 files - a pattern PDF file plus a 26 page PDF tutorial with photos which is very detailed. From what I understand, they are located in Argentina and their purchase only showed 1 file (the pattern) and they did not have the option to download the second file (the tutorial). I emailed them the files and they changed their review, however is this a persistent problem with foreign language/international purchases for digital downloads? Is it better to attach one zip file containing all files?

I have a U.S. digital shop and most of my listings consist of multi-file downloads (usually multiple zips but sometimes PDF and Jpeg as well). I have thousands of international sales and have not encountered any issues. The only significant download issue is that many customers try to download with the app and can't but that's universal for both domestic and foreign.
