I am located in Canada and my prices are listed in CAD. I have a customer who's also from Canada and paid through Paypal. She reached out to me saying that she was charged USD instead of CAD. How can I help her in this situation? What directions can I provide her?

Did you receive the correct amount? If so, then I feel this is an issue (s)he needs to take up with PayPal, and has nothing to do with you.
That being said, (s)he may be misreading the “receipt” or confused.
Or this could be a scam. There have been a lot of scammers preying on Etsy sellers (especially new shops) & they’re always coming up with new scenarios. You are a somewhat new, so please remember that a customer NEVER needs your email address or any of your financial information. Etsy also will not ask for your email or any financial information. Why would they? They already have both.
You can ask your buyer to check what currency their Etsy account is using. This is shown on the Etsy website at the bottom left of any search page.
If your buyer has their currency set to US dollars, then that is now they will be charged for an order. You should still receive the correct funds converted to Canadian dollars. If the buyer is purchasing using a currency which does not match that of their country then their bank may charge them a currency conversion fee.
The customer can choose whatever currency they want to pay in, it has nothing to do with your listing currency
I frequently buy from Canadian shops, and whether they list in Canadian dollars, or USA dollars, I pay in £ sterling.
the packing receipt, shows the currency they paid in - it is their choice
It is nothing to do with you, etsy, or paypal, it is down to the currency settings they have set, when they purchase
Etsy has 30 different currencies you can choose to pay in, completely independent from the sellers listing currency or shop currency.
