Conflict of default language (between account settings and language & translations)

On my shop home page settings my language is and has always been set as English. The region I am in is France.  I have typed my listings in English, but want to make sure they are translated into French also.

On the shop manager 'settings', under 'language and translations' when I open - French is listed as the default language. (which obviously it is not as everything is appearing in English)

There is no option to select French as the language for my translations

This seems to be a bug/technical problem.

Please advise

Article presumes I can select french in the translations, before being able to add language to my listings. There is no way of choosing French as language there as in that section it is set as default (at odds with my account settings).

Any other ideas please?
