I have added wrong payoneer details and etsy is not letting me change it. They say I need to contact payoneer and payoneer says they cannot help change the details on etsy. How can I fix this and both my accounts have different tax id's and by mistake the wrong 1 has been updated.

If the details on Etsy are incorrect, then the only option you have is to email Etsy. Only they would be able to assist you with this.
If you email them via your dashboard under the help section. Keep replying to the 1 email with "I still need help". Do not open multiple tickets, they will just be closed down.
from what I understand, you can't change the payoneer account on etsy once its set up, as the verification is done on set up, by payoneer
etsy has no way of verifying a change to a payoneer account, so it can't be done by etsy. It's a one-off set-up.
if you need another payoneer account, you need to set it up with a different etsy account.
.... this is my understanding from posts I have read here, and etsy help - you could try logging a ticket and keep chasing it, but I have not seen anyone overcome this yet
