This has happened to me a couple of times. I just wait it out and eventually I am able to purchase the label. I hope that the issue has been resolved for you by now. You can't do anything on your end besides wait.

Same here! I'm located in Canada and reported this issue to Etsy support. NO update yet.
I'm In Canada also and thankfully it's working now.
I'm based in Vancouver and its now working here too!
