Can't Create Shop - Specifically, Can't Save Credit Card Info in 'Set Up Billing'

I've seen so many people with this question but so far I'm getting zero results.  I'm trying to set up a shop.  I am able to get to the 'set up billing' info where it's asking me for my credit card info.  I cannot save and continue.  

- I'm located in the US.

- I'm not using a VPN.

- I've tried 3 different credit cards (2 Chase cards, 1 Debit/Credit BofA card) 

- I've tried 3 different browsers (Chrome, Firefox, Edge)

- I've gone back and forth with Etsy customer service via email for MONTHS and they have not been able to help me.  I cannot get anybody to CALL ME so we can trouble shoot the issue in real time.  I don't know what else to do.

I posted a suggestion, but I see you've been having the problem for months, so i deleted it.  I hope that you figure it out!
