I'm trying to buy the postage for an order that needs to go out on Monday. From the Orders page the
GET Shipping Labels is totally UNresponsive. It does nothing!
Please fix & advise how to purchase shipping labels.

Use PirateShip. It's free. Integrates with Etsy. Then you will always have a back-up.
