This might be a scam, or a legitimate customer with a problem. Scammers have been targeting new shops for a while now and one scam is to tell the new shop owner that they want to buy something but can’t. Then they ask for your email &/or come up with a reason for you to click on a link. Sometimes they have pretended to be Etsy. Many new sellers lost 1,000’s of dollars. Etsy has initiated some measures to prevent this and to help new sellers identify scammers.
But, as you know scammers are always finding new ways to work around things. Never click on a link that a “customer” sends you or give a “customer” your email address.
If this is a legitimate customer, most likely Etsy has an issue with some part of their account- usually their payment method. In this case, it is for your own good that they aren’t able to check out, as Etsy receiving their money & paying is important. If this is the case, there is nothing you can do. They need to contact Etsy about their issue.
