Within the last month I've gotten 429 errors every day intermittently without warning, they last 3-6 hours and then I can access the web sites again. I'm not using a VPN, cache is cleared, extensions are disabled ... This also happens on the seller and normal ETSY app so it's not a browser problem. This happens with Edge, chrome, and firefox. Restarting the modem, do ipconfig / release and / renew commands do not have any effect.
My provider COX, could not give me any helpful information. They said it's a website issue and they couldn't help.
What did Etsy change to start causing these errors? Has anyone found a solution that works? Getting ahold of someone in ETSY technical support has beeen unsuccessful. All I get are the level 1 people giving me the clear cache... and other suggestions.

I read some more on this. It's relly a server issue. I did the following and the browser websites work. but the phone app doesn't .
So on Windows open a command prompt as administrator and do the following commands:
ipconfig /flushdns --- to force a flush of dns
ipconfig /release
ipconfig /renew to release and renew ip addresses.
Again I don't know if this fixed it or if it fixed itself. I'll try these again the next time it happens.
@FourSonsWoodworking: Etsy often returns the 429 error when it is an IP address issue. As you mentioned, VPNs often trigger this but do you have a dynamic IP address? Perhaps it changed to one that Etsy has flagged as suspicious.

If you slog your way through the Help pages and the generic eMail replies, someone might contact you, but based on other posts in this forum it seems unlikely that Etsy will consider your issue of any priority.
