Promotions forum?

I was reading the seller handbook and came across the topic of the promotions forum to post a thread so a shop sale is known Etsy wide. I clicked the promotions forum link, but I don't know how to post a thread. Is this still a functioning etsy tool?

that was published in 2008 I think they've changed it earlier this year.
