Do you mean the items in the featured treasury? Those are picked by admin who go around looking for great looking treasuries. The one they like the most goes on the front page. At least that's how I think it goes...
If you're talking about the items that 'match your taste', then the same items or items from the same shop are on there a lot because certain shops sell things that 'match your taste'. Hope that helps.
