If a shop accepts Etsy Payments, then they are included in the promotional sale.  The $5 is not subtracted from your account; Etsy is covering it themselves.

How does a shopper apply it to the purchase?  I just made a purchase at another store and it was not reflected in the invoice and there was no place to enter the code.....  How do customers get the 5$ credit?

@PrairieGarden  was your purchase amount $30 or above?  There is a separate prompt on the right for the Etsy coupon code; a shop coupon gets entered on the left side.

@CryzalisDesigns Sorry, but that’s not correct information, the ‘Cyber5’ sale is an Etsy promotion just for Cyber Monday, they give the customers the £5 discount it doesn’t come out of your funds and every Etsy shop is included- you can’t opt out- It finishes at midnight tonight. 
The ‘Cyber sale’ Etsy has been badgering us to join has been running for a while, that one is voluntary and you don’t have to participate.

I am aware of this, but when the funds do not come out of your pocket then why worry about it?.

I was answering their ongoing forever sales in general, I was not aware they had put up yet another out of their own pocket sale.. been away all weekend

I used this today on a purchase; it was applied automatically but the amount has to be $30 or above.  Personally, I think this is a win/win when Etsy gives out these coupons.  It does not come from the seller payment but the buyer benefits.

Etsy never explains their promotions.  You need to enter the code in a specific place that is different from where coupons are entered in order to use the code.  It is only active for a short time so it may not have started or have ended in their country when they tried to use it.  If the customer did not enter it in the right place on the order, it might not have worked but Etsy doesn't mind at all if the five dollars or pounds comes out of your funds instead of theirs.
