I searched to see if this had been posted...couldn't find anything, so excuse me if this has already been stated.

I believe on page 6 - there is a list of things that are ok to sell (this pertains to reselling) Velcro and Hook and loop fasteners are stated as "Ok to sell"

So there you have it.

Hook and loop fastners are 100% nylon and don't contain lead or phthalates.

Velcro seems to be like the most of the other raw materials on the exemption list, normally lead free hence no lead testing, but it DOES NOT ANSWER if the velcro must be tested for phthalates.
From page 11 of the booklet from the link the OP provided
"2) Lead: Untreated natural fibers (like cotton and wool) and non‐metallic fasteners and trim such as Velcro, elastic, etc. do not contain lead. Lead can be present in zippers, snaps and any other metal and plastic adornments on a child’s clothing."

Can you just see it? At 13 the schools will be teaching our teenagers how to use buttons, snaps, hooks and eyes and zippers! Up until that time they will have been taught how to use a condom, but NO LET"S NOT LET THEM USE A BUTTON!!!!!! So which activity is more dangerous?
