soft baby blocks- items inside to make noise?

I am beginning to flesh out some soft baby blocks I would like to include in my shop. I would like to include one thing in each block to make noise (i.e. a bell, crinkly plastic, beans in a film canister)

Would those things have to meet or be tested by CPSIA standards since they are completely sewn inside the toy? They could not be accessed unless the toy was destroyed.

Also- any good ideas for a crinkly noise besides the dreaded plastic I was thinking of?

I think that anything inside the item would also be required to meet CPSIA standards.

If the CPSC deems that the inside part is actually inaccessable then it does not need testing. The question is what does the CPSC consider inaccessable? In the past they deemed lead soldering and batteries inside electonic toys as inacessable, but not the lead soldering of a hard to access light bulb in a child size educational microscope. So the best bet is to contact the CPSC directly and see if they give you an answer as to the exact requirements to what they mean by inaccessable.
