Items to small to have a permanent CPSIA label, or if it will hinder the use of the item, you can use a hangtag or card with the information. If the case of a set, like a set of blocks, you can make a bag or container for the blocks that the CPSIA label can go on.
Attach all the information to a hangtag. I make my own hangtags, punch a hole in the top, use floss or 1/8" ribbon for a hanger, and use a tiny brass safety pin to attach it to the underarm or waist of a garment. You could do the same thing, but make stickers with the information for CPSIA, with the date, and stick them on the backside, of the hangtag.
