This CPSIA stuff concerns you if make or alter any product intended for children ages 12 and under, you need to read the links below to start. In it you will find important information and other links to give you information straight from the CPSC.
First of all, you can go to the CPSC & CPSIA websites and add yourself to their email lists so that you will get all the updated information directly to your email. This is very helpful, as the CPSC issues new statements and guidelines quite often. You won't have to search for the answers because they come directly to your email!

http://www.cpsc.gov/about/cpsia/sect103.html#103q8As for leaving the American Apparel labels on, I would at least until the stay of testing expires on Feb 10th 2010. That label "may" act as your proof of compliancy since metal and plastic snaps are not expressly on the exemption list. Velcro has not been offically excused at this point either though some other shops here have been told, but not in writing, by either the manufacturers or clerk at the CPSIA that it is exempt. I would also keep any corespondance from the blank manufacturer as addition proof of lead and phthalate levels if they are willing to provide the info in writing.
You will need to add your own style of permanant label, either as a second sew on tag or long lasting iron on to statisfy the permanant tracking label for items made after Aug 14th, 2009.
