alligator clips - compliant with CPSIA?

I make bows and am trying to get compliant with the CPSC (I have deactivated the listings in my shop until I get this figured out). I just applied and got my small batch number - so that is done. My bows are made from 100% polyester grosgrain which polyester is on the list of exempt textiles. The only other thing on my bows are alligator clips. For small parts - the document I read on the website says that barrettes are exempt because they need to be small in order to work properly. However, the bag that the alligator clips come in does have a small parts warning on the package. I have emailed the CPSC about this and am awaiting a response, but I wanted to see if anyone here had any ideas, as well. What do I need to do for the alligator clips? Should the distributor (Hobby Lobby) have a COC for them since they are supplies? Any help you could provide would be AWESOME. Thanks everyone!

It's been a while since I've been in the bow business. But yes, your packaging can have the label requirements since it's hard to attach a permanent tag to a clippy. Make sure you're including your tracking label info as well as the small parts warning. Your ribbon is exempt as a textile provided it's not the kind that is dotted or painted on. There is a hairbow forum and I'll have to see if I can find it, but they had links to all the compliant vendors for hot glue, clips etc. Hobby lobby might have a COC, but a better bet would be to check with a supplier specifically marketing to hairbow crafters like the Ribbon Retreat or similar. They have made the effort to ensure their supplies are compliant b/c they know their buyers are small WAHM type crafters vs. the big box suppliers often take the stance that being a supply their items aren't intended for kids and it's the crafters responsibility since they turn it into a kid's item.

Thanks so much Samantha! I will check out Ribbon Retreat. I was thinking that I might just start using thread on my bows instead of hot glue. Thread is exempt, isn't it? Thanks again for your help. I had never even heard of CPSIA until the other day. Luckily, I had just recently put the bows in my shop. I am a home decor shop that is not marketed at children, so I never had this worry. At least now I can take time getting it all squared away since i still have my other items. So much to learn! I have been reading ALL day long,

Another question - Do I have to have an FTC label? From reading the first links in the discussion - anything meant to be worn only on the head doesn't need an FTC label...

I think I am overthinking all of this.
