When buying materials, how to know if they've been tested?

I've been making children's aprons, using iron-on vinyl. They've been really great sellers at craft shows, so I'm thinking about buying the vinyl in bulk. This leads to the question of any material you buy that will be used to make a child's product, how do you find out if it's been tested? Everytime my head stops spinning about this, something new comes up and it starts spinning again! Thanks!

BAsically you have to contact the original manufacturer of your raw supplies to find out if they have tested. The are 2 catches to this though,
1 - If their raw supplies are not meant as a stand alone child's product as it is producted then there is no CPSIA subsection to the law that says they are liable to test their product to the specifcations of the CPSIA or are they required under law to provide such information to a purchaser regardless if it is a wholesale order or just a general to the public sale.
2 - Unless change is brought about by today's testing workshop in DC, any testing certificates that you were able to have issued by the supply manufactuer will be meaningless come Feb 10th 2010. That's when mandatory 3rd party testing for all children's products takes effect.

In general fabric & thread has been exempted from the lead testing but if the fabric contains metallic threads, plastics, vinyls, or certain waterproofing treatments then they are not covered by the exemption from lead testing and may, dependant of what the final product and minimal age for use the government deems the product is for, have to go through phthalate and other types of testing.

Out of curiosity... are the exemptions going to stand after Feb? If they are, then that's good news for me, but I don't remember reading anywhere if that's going to happen.

I have requested statement sheets from my suppliers. Amazing how a few of them ignore my request. Frustrating.
I have to find new suppliers because to me that is bad customer service to just ignore my request for that statement.
