Until then the stay of testing is in effect, so all you need is a "good faith effort" to show compliance. Having the GCC or COC from the "blanks" manufacturer and the suppliers of the items that you use to embellish with is one way to show the "good faith effort".
Since you are not selling but giving item as a gift perhaps all you need is just a a piece of mind from the manufacturers of the body suits and the manufacturers of the raw materials in the embellishments that their products contain no lead.
