Wall Decals rules?

I've given it a few goes on trying to search through both these forums and the CPSIA rules, and just can't seem to find a definitive answer about wall-glam.

I know that if it is meant for kids, and within their reach (or sometimes even when it isn't) you have to comply with the rules. But when it comes to things like border paper, trim, and those vinyl wall stickers I just can't seem to find info. Are there special rules for those, or can someone point me at the correct section/document?

Also, my wife is decorating a room for our nieces and nephews and wants to use some of my fabric dinosaur appliqués on the wall rather than vinyl stickers because she thinks they will be more interesting. I'm having a hard time picturing it or figuring out how it would work, but she just winks and says it will. What would the CPSIA have to say about that, or about me selling my fabric "TyDynos" in a wall-sticker form?

So far the CPSC hasn't entered a home to check for "contraband", ICE is too busy arguing with Arizona, Homeland Security is working on the Gulf, Fema is hiding in a back room, State AG's have zero budgets to enforce, so I think your wife is perfectly safe in decorating your nieces and nephews room.

It appears that wall decor is okay regardless, if it's "out of reach in normal activity". Now they don't specify what "out of reach" is. A 2 yr old has a different reach than a 12 yr old. I wouldn't worry at all about wall paper. It's a general use product, not meant to be "interacted with" by children. The problem may be with the vinyl. It doesn't pass testing. But if it's wall decor, it may not matter.

Tydyno-I can not see your products, but I do get the impression that items made purely for decoration are not the same as items meant to be played with. I think many things that children like, like Christmas lights, are things that no reasonable parent would let their kids play with. I think the burden might rest in your marking your items as "not a toy". I think you have to indicate that playing or using is not the objective. I think other sellers make things that are for decoration only and might be able to tell you more about this.
