Two Questions for Clarification

I apologize if either of this has been mentioned elsewhere, but I've been reading till my eyes want to fall out and just can't seem to get it all concrete in my head.

First, if an artisan uses completely exempt items and for that matter has the GCC's for them, do they still have to test at all? Furthermore, do they have to label if they do that?

Second, I make and sell framed artwork for display in children's rooms, nurseries, etc. Thus far I have been told many times there is no was the CPSIA can cover that because it it most definitely not a toy, and further, that if they tried to make that into a toy they would have to abolish any printed framed item in any home anywhere. Can someone just clarify this for me?

I have let go of many of my ideas because of this whole giant mess, and I certainly do not want to have to let go of what I have left! Thanks in advance for any advice!

From what I understand, if your materials are on the exempt list you don't have to test.
But you still have to lable.

I recall reading at some point that framed work is considered "art" and therefore does not fall under the CPSIA; however I am not 100% on this so hopefully someone else can chime in to verify if my memory is serving correctly..

The way I understand it is that you dont have to test until Feb. 2010. Then all bets are off. The stay is lifted. In August 2009 you will have to have labels on everything. Come Feb. 2010 your GCC's won't mean a thing.
