With the extension of the stay, nothing is happening in Feb 2010. The law went into effect in August, so technically we're all already supposed to be complying with it (testing included). They're not enforcing the testing requirements because of the stay, but they're enforcing everything else. Your products can still be called into question for their safety even with the stay on testing.

The stay means you don't have to test your final products yet, but the government is still expecting your products to be safe, and you will be liable if they are found not safe.

PicCircusDesigns, think of it this way a principal assigns a schoolwide project but leaves it upto a few teachers to write out the instructions on what needs to be done. The teachers disagree about what is being asked for the project exactly and all the principal will say is follow the letter of what I described. Even more confused the teachers set a deadline for a later date than the principal asked for originally. Then they ask certain students what they think the principals wants, listen to their advice and get even more confused so they set the project to be completed the next school year.
The original stay was to end on Feb 10th 2010 but because the there was such a fervor over how complicated the original regulations where the CPSC needs more time to interpet the law.
