Wow, I'm not taking notes, so I can't give any kind of summary, but it sounds as if they don't give a damn about small business at all.

They did just mention something about the need for a special section of regulation for small batch manufacturers.

The point I would like to make is that I understand that we as manufacturers cannot rely on the testing done on the component, if it is done at all. And that we might need to do our own third party testing on that piece. But, I want to be able to test a sampling of the 200 pieces of that one button and be done with it. Not have to test the whole garment, thus destroying it, when I make one of a kind items. And I don't want to have to test the same button if I use it on a different style garment.
I know they have mentioned they will have to consider the one of a kind manufacturers, like many of us, and create a category for them. I sure hope they mean it.

Wow, pretty good dicussion from the break out group on small businesses. I think they expressed our needs and concerns well. It sounds like the CPSC realizes that there may need to be a different path we can use to get to the end result which is compliance and safe products. Let's all keep our fingers crossed.

I caught part of that too. I missed the beginning because I had some errands to run, but at least so far it sounds like they're willing to listen. I plan on posting comments when I can get all my thoughts together. They're taking comments through Jan. 11th.

I think the more of us that do that, the better.

I haven't watched this one. Watched last month and was really disgusted with the closed mindedness of Adler and Tennenbaum. Do you feel that there has to be a difference between handmade art and assembly-line manufacturing? I consider handmade as art, an extension of a person. I don't think they do. But I still say that as long as any one of us can go into a fabric store and purchase materials and use them at home for our families without testing, then this whole thing is for naught.

I watched the last one as much as I could while working and I have to say I was concerned they don't understand small batch to mean the same thing I do! Hopefully I just didn't hear all of it and they addressed concerns later :(

Well the difficulty as I see it, is that they are trying to use an umbrella regulation that isn't a one size fits all. But the end goal is to make safe products for our children.
I think they do realize that there are several categories of manufacturing. They did speak to the small batch production and that there are two categories in this as well; those that have employees and a small out of house building, and those of us who work out of our home that are just us. They also mentioned having to come up with something for those of us that make one of a kind products.
The general consensus is that it is impossible to only have component testing at the factories that make the components. There are too many counterfeit companies out there. So just having a certificate of compliance from a company isn't going to be enough, because even those certificates are being counterfeited. There is going to have to be testing on the part of the manufacturer at some level. What that level will be for us, we will have to wait and see.
What you heard over and over though was that there needs to be flexibility in how compliance is achieved. I think it was well said, when during the small business break out, someone mentioned we need a couple paths that we can choose according to our business and the expense.
For now what we do know is that fabric is exempt, unless you change that fabric by putting a decal, or iron on, or silk screen, or embellishments on it. Natural materials like bone, wood, stone and natural leather are exempt; unless you add coatings or dyes or any other chemicals to them.
The best thing to do is to bookmark the CPSC website and keep an eye on things. It would be good for all of us to read the current regulations as well so that we are all up to date on requirements. For example, the labeling requirements. We all want to be taken seriously in our businesses and therefore need to follow the rules.
There have been many people championing for us small manufacturers on this product testing regulation. And their voices have been heard, otherwise these past two days of workshops would not have happened. We are so grateful to those people. It has all come a long way in the past year. We shall see what happens next.
I believe in what I do; and I know each of us are competent in handling anything that comes our way. We are creative people after all.

I thoroughly agree bobbinalong....handmade items are art! And, yes, there is a huge difference between assembly-line manufacturing and handmade. There always has been.

This whole thing worries me and hurts my head all at the same time.
