Registering on Small Batch Manufacturers Registry

I registered online and got the following email today and am not sure how to proceed:

Your request for a Business Portal account cannot be completed because CPSC cannot validate that your product is within the CPSC jurisdiction. The CPSC will complete your request if you send the following information on company letterhead:

• Your name, job title, address, telephone number, email address; and
• A signed statement certifying that (a) your company is a manufacturer, importer, or private labeler of a consumer product or other substance over which the CPSC has jurisdiction, and (b) you are authorized to receive and comment on Reports on behalf of the company.[1]

I am not a registered business with a Tax ID and all. I'm just a SAHM who makes things and sells them online. Can I still register?

Yes, you should register, especially since you want to sell to retail stores. The small batch registry was developed for small businesses, including SAHM and SAFD. But it also includes businesses
that sell up to $1mil. Those businesses would have a person in customer service that answered problems with product. The law (CPSIA) has time limits on contacting businesses and response times by the business. If you do not have a dedicated email address for your business (Etsy convo system isn't your email address) they have to know how to reach you in a timely manner. You can make letteredhead by using your banner image on top of your email, or just answer the questions. Your job title is company owner of A. a manufacturing company and B. confirm you are the contact person.

As to not having a tax id, I'd suggest you bite the bullet and get one. You can save money by having one and opening wholesale accounts with fabric companies and even stores like JoAnn's. You won't have to pay sales tax on your supplies, and having wholesale accounts will give you discounts on your fabric purchases.
