Proof of testing from supplier?

If my supplier provides me with a certificate of testing for every item I purchase, then could I resell them without problem?

I am so confused about all of this. I closed my shop down because I received a wholesale order for everything left in my inventory, but I really want to reopen and start fresh.

No, not at this time. The way the law is written at this time, as I understand it, you must test your end product.
