Pacifier clips...is component testing enough?

I spent the weekend reading up on CPSIA including a ton of threads on here, and decided that before I go any further I would check to see if I'm even kind of on the right track. I am in the process of registering as a small batch manufacturer with CPSC. I'd like to sell pacifier clips - with snaps at one end and suspender clips at the other. I have obtained documentation from the vendors for both items that say that they are CPSIA compliant, but I'm wondering:

1) The pacifier clip testing documentation said they were CPSIA compliant based on tests for things like lead/phalates, but didn't reference small parts...but since it said CPSIA compliant they're compliant overall...right?

2) If the snaps are compliant and the clips are compliant and the fabric is exempt...is the finished product exempt from testing? I've read the whole 'list a' and 'list b' thing a dozen times and can't figure this out.

Thanks so much for any guidance you can offer - I know that ignorance is NOT bliss when it comes to this subject but am afraid that I don't even know enough to know what I need to learn!

Adding your three compliant componants together makes the whole compliant, unless you add something that isn't compliant, like Rhinestones, beads.
