you will need GCC's for the metal snaps (test results from the manufacturer proving that they are below the allowed lead limit)
Non-metallic thread and non-metallic fabric are exempt
Plain, non screen printed ribbon is exempt (screen printed ribbon will need test results)
minky fabric and "velcro" are exempt
For the items that are not exempt you will need to contact the manufacturer for test results on EACH item that you use. At the moment, final/end product testing is not required if all of you can provide test results (GCC's) for all of your non-exempt materials. Stay tuned though, that all may change in Feb. 2011...
You will need both CPSIA and FTC labels for your items. Search the CPSIA forums and look for one called "CPSIA and FTC labels??" It has all the info you will need for labeling..
ON another note, be careful with "taggy" blankets...don't use that term to describe them and make sure you change the design so that the fabric doesn't loop. Taggy blankets are trademarked and shops are being asked to remove them all the time!
Good Luck!
