Is this law in effect yet?

I have a box of kids tees and onesies that I purchased to tyedie and embellish. I have all of the supplies and wondered if this law is in effect yet or do I have time to list my items and hope they sell in time? I am confused and have not followed this closely. Thanks for any answers.

I belive that a stay is in effect for fabric testing until Feb 2010. Take a look at this post:

As long as you are not selling anything with the knowledge that it contains lead or phthalates, you should be fine. Just make every effort to check with your suppliers and get either a letter or test saying their products don't contain these things. Most of my suppliers have been great at giving me these things.

Starting Feb 10, however, the stay will be lifted and you will be responsible for making sure that all of your products meet the CPSIA requirements.

There's also the requirement (as of August something?) that if you modify the items (by tie dyeing or embellishing) you must attach a permanent tracking label of your own.
