I need some Help!!!

I have been in these forums for most of the day reading and reading and I'm still confused. I know a lot of people are so I am glad to know I am not the only one. I have letters about my snaps and paci clips that they are all lead free so that is covered. Here are my questions:

~What in my shop needs labels?
~What items need CPSIA and which need FTC?
~What exactly needs to be on each label?

I have read many of the links posted for additional info and they are so confusing so I would love it if someone could look at my shop and answer my questions referring to my items.

~What in my shop needs labels?
CPSIA tracking labels are required on all items and their packaging for anything considered primarily for the use on, for, or by children 13 & under made after Aug 13th 2009. This is so if there is ever a report made to the government about a product that it can be tracked back to the person that made it. The label, tag, or inscription must be permanent, unless proper justification can be provided to the CPSC as to why only the discardable packaging is labeled.
FTC care and content labels have been required on most fiber or fabric based products since the 1970s, regardless of what age the product is intended for use by. The labels need to be on a whole host of products not just clothing, linens, or accessories. There are special provisions for certain types of general products that they may contain a hang-tag or the package may contain the required information instead a permanent label on the product, but can depend on fiber content or if the item is reversible. Consult the list at the FTC website for more information.


~What items need CPSIA and which need FTC?
JMHO :
CPSIA tracking labels - Bibs, Pacifier Clips, Reversible Baby Shoes, Ribbon Tag Blankets, Washcloths, and parts of the Gift Sets to be use on by or for the child
Items you could agrue that are more for the parent's use - Nursing Covers, Nursing Pads, Diaper Clutches, and Burp Cloths

FTC care and content labels permanent- Bibs, Nursing Covers, Ribbon Tag Blankets, Washcloths, and parts of the Gift Sets made from fiber based products unless the particular item has an exclusion.
FTC care and content labels on a hang-tag or package label (unless they contain any % of any type of wool) - Burp Cloths, Nursing Pads and Reversible Baby Shoes
Items I'm not sure about - Diaper Clutches (may fall under the purse wallet exclusion) and Pacifier Clips (also may need to meet some FTD standard since it is an accessory to a suckling aid)

~What exactly needs to be on each label?
For a crafter the CPSIA tracking label must include at minimum :
* Your company's or shop name, or RN# (not required to repeat if able to find it elsewhere permanantly on the product like on a FTC care and content label)
* The city, state/territory, & country where the item was completed
* A contact address or website, unless the customer can easily find a mailing or e-mail address from the above information, so you can be contacted if there is a problem (do not include a phone number unless you want anyone that sees your label to call you)
* At least the season with year of manufacture or date of completion of the product
* If you make repeats of the designs then you may also need a batch number, but only if the pieces are mostly identical looking and made of the same looking raw materials as each other.

The FTC care and content label needs at the very least:
- Your company, shop name, or RN#
- Fiber content by %
- Fiber country of origin
- Washing and care instructions
Other info may be required depending on the exact fabrics use like registered trademark info for fabrics that are followed by a ® or the international symbols for care instructions.

One more question....

If I sell my washcloths in a set of 4, do I need to put both labels on all 4 of them or just one in the set?

If they are ALWAYS sold in a set, then only one FTC and one CPSIA label will suffice.
