After listening to the video linked from

It's basically says even if we do follow through with the exepense of 3rd party testing the government can demand every 15 months that there be a retesting of a batch of a product to determine if we switched our materials some where along the line without retesting the "new" batch. We've been upset about the intial cost of testing especially on items where we can get COCs or GCCs stating the raw materials are under the limits already and now they are saying at the drop of a hat we must be able to retest a batch of items at our own expense all over again to verify that we didn't change out raw materials after testing the first time.
I can only wonder if the CPSIA will even ask to do this additional testing of items presumed to be made from 100% exempt raw materials just to make sure at some point the crafter didn't change over to a non-exempt component.
