Hats requirements

Hello Everyone,
I am really hoping someone can help me figure this all out. I am prepping a pattern PDF for sale and released a pic. Several people have asked if I can make and sell them one. I would love to but....Am I right that hats require no labels and have no restrictions?
What if it is a strange hat that comes down to shoulder level with an opening for your face like a costume head?
What if they are buying it for a child 5 and up?
I am really hoping someone will know the rules for this or know where to direct me for answers. I tried reading the government site and got very confused/frustrated.
I would greatly appreciate any advice.

If the finished hat is for a child up to the age of 13, it must have a CPSIA tracking label. It will not need a FTC label.

If the hat, is strictly a hat, and for an adult, it will not need any FTC labels. BUT, if the hat comes down to the shoulders and covers the neck, it may also be a scarf/cowl, which would need FTC labels. So, on top of the head, hat, around the neck, shoulders, not a hat.
