Send them a photo postcard of something that's safe, but you can't afford to test. You can go to a photo processor and order postcards. Put a photo of your product(s) on it & a short note on the other side telling about the cost to test, etc...
Part of the beauty of this is that there is no envelope for them to open, so it is likely to get through to someone. It is an instant visual. The messages will have to be short - again, that's more likely to be read.

I'll also add that my grandma, THE DAUGHTER OF A CONGRESSMAN, made me one. She'd be rolling in her grave thinking that she made something that the government will now consider toxic! (I'll have to boil it down). Ask them to support common-sense amendments to the CPSIA, including allowing certs from suppliers instead of costly, redundant testing. I'm going to send them to all of the legislators from my state, Obama, Waxman, others on the committee (gotta look that up).
Blog about it. Tweet about it. Spread the word. The more we send, the greater the impact!
