Cpsia Enforcement efforts question

What is your take on this section of a Cpsia clarification? It looks like they are saying they are more interested in making sure the product is safe than enforcing the certification.

yeah, they keep on saying stuff like this but it's so frustrating to make people chose whether they are technically going to break the law or not. It makes me mad, just freaking make amendments, don't say "you'll still be breaking the law but we won't go after you", I plan on keeping my other baby shop open but I know SO many people who will be removing all their listings
