Mobiles were given different instructions in this convoluted law because they aren't actually played with by the children. Or at least they aren't supposed to be played with. I would include in your instructions to be sure to hang out of reach of the child. to prevent any choking, entrapment issues. If I remember correctly, if the mobile is attached to the crib, it should be removed when the baby can stand or can reach it.
