Confused at where I fit

I have been doing a lot of reading and trying to make sure that I comply with federal regulation as I do market my products as children's items. I make mobiles and garlands out of fabric pom poms. The materials I use are cotton fabrics, poly/cotton fabrics, wood hoop, paint and ribbon. I feel like the more I read the more confused I am. Can anyone provide me some guidance on next steps because at this point I am not really sure what questions to even ask. Thank you Thank you!!

In addition, in reading the ASTM (standard consumer safety specification for toy safety) there are no specific requirements other then including how a mobile is intended to be used with purchase.

I guess my question has gotten more specific - and I did contact the CPSIA also. I know what I need to include a warning label (ASTM) that all mobiles need - i am wondering if that also needs to include other information but I can't find a place where I fit. Thanks for any feedback!

If you contacted Neal at the CPSIA and he directed you to an ASTM code for mobiles, then you have the answers. Mobiles were given different instructions in this convoluted law because they aren't actually played with by the children. Or at least they aren't supposed to be played with. If you follow the sharp edges, pointy objects, breakage rules, etc for the toy astm. I would include in your instructions to be sure to hang out of reach of the child. to prevent any choking, entrapment issues. If I remember correctly, if the mobile is attached to the crib, it should be removed when the baby can stand or can reach it.
