I just learned about all this! I make baby shoes from leather and woven fabric (woven wrap scraps). I sell to the states a fair amount and want to cover my bases.

As a canadian, can I register as a small batch manufacturer?

I buy woven scraps from a variety of sources. If their material is exempt or third party tested then do I need to do any more testing?

In regards to the leather, if my distributor has records of third party testing, then am I ok?

You should also check with Canada Health or Commerce, as they also have regulations. They should be similar, but you don't want to overlook any Canadian differences that you are required by you own country to follow .

And in terms of "tracking labels", can I use a card attached to product with required info?

Yes, if the item is too small for a permanent label. But you for branding purposes want to have some kind of labeling with you business name somewhere attached/ or burned into the leather. I haven't looked at your store yet to give you a better suggestion.

Yes, you can register as a small batch manufacturer. I'm Canadian and it was no problem.

Canadian Consumer Product Safety information can be found here: http://www.hc-sc.gc.ca/cps-spc/pubs/indust/index-eng.php - there is specific information for toys, children's sleepwear, and children's jewelry, not sure if there is anything relevant to shoes but it would be a good page to bookmark.
