all i do is crochet, but many others are more intense than i am with their products

It is a FAQ on the CPSIA from a product testing company. If they publicly steer people wrong on this it would be very bad PR for their company, so I imagine their answers to questions have been well gone over by their lawyers, and I'm taking it to be trustworthy. Some of the issues discussed don't apply to hand-crafters, but a lot of them do.
