CPSIA and Baby Booties

Hopefully someone can help me figure this all out: To make my baby booties as CPSIA compliant as possible, I should do the following:

What I know:

* I need a tracking label with certain info. . .check.
* No buttons as decoration, or grommets etc.
* Acrylic yarn is ok.
* To become exempt I register my business as a small batch supplier (forget exact wording).


What I don't know:

Can I have tie closures on my booties if the are short?

Can I make like a fabricDo bow and use it for decoration on a bootie.

Can I use fabric on my booties (cotton/polyester) do I need an FTC label then?

So after all of these conditions are met I'm free and clear to sell?

I'm not sure what a Do bow is. But normal ribbon is okay

Booties are shoes, you don't need FTC labels

Can you clear something else up for me? As a Canadian seller, do I just follow my own county;s laws and let a American buyer (as the importer) deal with CPSIA? Or if I want to sell to the U.S do I have to follow CPSIA too?

Sorry, I meant if I make a fabric bow and use it as an adornment/embellishment on a baby bootie, is that ok?

Your Canadian laws re phthalates and lead are almost the same. I would think that they have some type of a recall system. That is what the CPSIA tracking labels are for, so that we can identify the particular items that may be needed to be recalled. If you want to sell internationally it is in your benefit to investigate what the UK and the EU laws are regarding children's products and I think you will find they are very similar. Then you will not have to worry about your items being held up in customs.
