CPSIA - Who Is Complying

I closed my shop due to all the CPSIA stuff last year and just came in to see what has happened since then and from what I've read it looks like CPSIA is moving forward.

I use ribbon, thread, glue and rubber hair ties for my items and it looks Like all of these items would need to meet the CPSIA guidelines.

There are so many shops who sell hair bows and most don't have any comments about being compliant with CPSIA so are they just ignoring it? Just wondering.

Is Etsy going to inforce anything or just leave it up to the shop owner??

Your ribbon and thread should be exempt from testing as long as they don't have metallics in them.

You should check out the section on CPSIA down the page a little.

I think most people are ignoring it, in my highly unscientific research. :)

Whenever I am at craft shows and mention it to people, they've never even heard of it.

Many here on etsy are complying. We have redesigned product to avoid things that need testing, use only exempt materials, and found suppliers who already test those components that need testing.

For now, there is a stay on testing until Feb 2011.

Lilgirlca: Are you saying that testing on items isn't required until 2011?? I thought it was 2/10 but maybe I read it wrong.

Testing of certain final products has been pushed back to Feb 10th 2011, but if your items contain paint, stain, inks (other than CMYK ink), or non-fabric dye pigments or if the item is considered jewelry and certain baby to toddler items there is no stay of to the independant testing of the final product. As long as your product fall in the stay of testing it basically means as long as you can prove the raw materials you are using have test results in PPM that show lead & if needed phthalates are below the allowed level or the final product is made of entirely exempt raw material then all you have to do is add any needed labels like the permanant tracking label, and if needed the small parts warning or FTC labels.
There is a temporary component testing provision that as long as the manufacturer of the non-exempt raw materials is able to to provide you test results from a pre-approved 3rd party lab or if their GCC shows that they used a CPSIA approved lab then you can use that to fullfill your own GCC requirements for your products. That can be used now for items that contain paint, stain, inks (other than CMYK ink), or non-fabric dye pigments & jewelry & baby stuff where is no stay of testing is allowed, to prove the lead levels of the final product are acceptable and do your own GCCs.
