Testing of certain final products has been pushed back to Feb 10th 2011, but if your items contain paint, stain, inks (other than CMYK ink), or non-fabric dye pigments or if the item is considered jewelry and certain baby to toddler items there is no stay of to the independant testing of the final product. As long as your product fall in the stay of testing it basically means as long as you can prove the raw materials you are using have test results in PPM that show lead & if needed phthalates are below the allowed level or the final product is made of entirely exempt raw material then all you have to do is add any needed labels like the permanant tracking label, and if needed the small parts warning or FTC labels.
There is a temporary component testing provision that as long as the manufacturer of the non-exempt raw materials is able to to provide you test results from a pre-approved 3rd party lab or if their GCC shows that they used a CPSIA approved lab then you can use that to fullfill your own GCC requirements for your products. That can be used now for items that contain paint, stain, inks (other than CMYK ink), or non-fabric dye pigments & jewelry & baby stuff where is no stay of testing is allowed, to prove the lead levels of the final product are acceptable and do your own GCCs.
