CPSIA/COC/FTC on Baby Vinyl Bodysuits

Hello everyone, 

 

I've been reading about CPSIA/COC/FTC on the forum for about two hours, but I still have some questions about them. I'm also not sure how updates the information is because I see a lot of posts are before 2015. I hope some experienced people can answer my questions. I plan on starting my Etsy shop on selling baby bodysuits that would be heat pressed with heat transfer vinyl. 

1) I see some people having difficulty to get Certificate of Compliance from Carter's. Is it still an issue? If so, can I NOT get it because Carter's is well-known? I can assume their products are certified (?). If I have to, do I need to test the bodysuits everytime? (I know the vinyl that I want to use is certifed)

2) Do I NEED to make a separate label for the vinyl (just to note it contains vinyl)? If I have to make a FTC label, does it have to be attached to the bodysuits (like order those custom clothing tags)? I don't want to create discomfort to baby's skin. I wonder if I can just put a care instruction card, including the added material I use ("vinyl") and what FTC requires (business info., date manfactured, and where manfactured), with the bodysuit I send to customers.

I want to add one more thing to my Q#2: Can I use a hang tag instead of a clothing label sew on the bodysuit? I can make my own tags and try to find ways to lower the cost... thanks!

As for the postings looking like they are old, Etsy changed the forums and everything is really screwed up, just when everything is going great, they revamp everything, that's an Etsy thing.  I can't find the newer posts either

Your tags go over the top of the manufacturer's tag. don't remove the original tags. You aren't going to get a certificate of compliance from Carter. Are you registered as a "small batch manufacturer"? You need to do this for the exemptions. Go the Saferproducts.com. and follow their directions. If the bodysuits are tagless, try adding your tags to the side seams in the diaper area.

city, state, USA

100% cotton

exclusive of decoration.
