Maybe it's the effect of sitting too long in ancient buildings at desks that haven't been torn to bits to certify that they have less than .006 parts of lead in them. Maybe it's in their drinking water, or maybe they've been chewing on their graphite pencils that haven't been tested yet. Either way, I think it's safe to say that we might be already seeing the effects of lead on the mental operations of our lawmakers. Hence the insanity.
