Baby quilts

I have some baby quilts that I made that I was thinking of listing in ETSY. Do these come under the CSIA? Yes or No???

Thinking of putting in local market if it is quicker...I do not have much to lose if I get caught there.

Yes baby quilts are part of the CPSIA and also fall under the FTC for care and content labeling. Since baby quilts are meant for children under 4, even if made of lead testing exempt materials, you need to know the phthalate levels since the government classifies a baby quilt as an sleeping aid for a child. Even if you mark the quilt as "a decoration only not to be used on a sleeping infant" you will still need CPSIA tracking labels and the FTC care & content label on the finished product and a GCC kept on file with you other bussiness records.
The consequences by the federal government are the same regardless of where or how in the USA you sell the baby quilt, in fact you can be investigated even if you donate the quilt.

and what if I am not in the US? Does it count if I am outside US and would like to sell no matter where? And if the seller "accidentaly" comes from the US?
I was going to make some crocheted blankets, but I am not sure about it any more.

If your based outside of the USA then you need to follow the product and safety laws of the country you are residing in. Laws from other governments will come in effect when you ship items to customers internationally. Though the other government can not specifically fine you for the product they can choose to seize the shipment crossing their borders then without notification to the seller or buyer & decide to destroy the item. This leaves the seller in the bind of having an undelivered item with an upset customer demanding a full refund and neither of you have an idea of why the package was "lost" in the mail.
I'm not sure what you mean by "And if the seller 'accidentaly' comes from the US". But if you mean you wher born as a USA citizen and now live full time in another country you still need to follow the laws of that country where you are making the items and other country's laws when you export to them to customers outside your home country.
