Baby booties, hats, etc.

I was thinking about crocheting some baby things and wanted to be sure I'm understanding correctly. If I register as a small batch manufacturer, I don't have to have crocheted items tested as long as they don't have small parts, correct?

Here's the page I'm looking at: http://www.cpsc.gov/en/business--manufacturing/small-business-resources/small-batch-manufacturers-an...

Does this mean I wouldn't have to have toys tested either, as long as they don't have small parts? And is it the same for items I sew?

Re: Baby booties, hats, etc.

You won't have to have them physically tested in a lab, but you still must be able to ensure that they would pass the tests if needed. So read up on what the testing regulations are, and commit them to memory. Arms, legs, etc, can come off, the stuffing has to be new. If you use safety eyes, you have to be sure you have paperwork from the manufacture and that you attach them so that they can't come off. Also, stuffed toys need to be registered in some state. Ohio, Pa and some others before you can sell them to those states. That's in addition to the CPSIA regs. Tracking labels would need to go on everything for children'. Also clothing and most textile items need FTC labeling.
