Baby Burp Cloths question

I hope this hasn't been covered previously, but I read pretty extensively and didn't find an answer.

First of all, what sort of tags ARE required for burping cloths?

To comply with tag regulations does each individual cloth in a set (typically 3) need to have the multiple tags (made in USA, materials breakdown and care instructions)? I'd hate to have all those bulky tags in the way of a beautiful product.

If you always sell in a set and never individually, then you can label just one. You can check with the FTC labeling laws to see if burp cloths need FTC labeling for care and content. but you will have to put tracking labels on at least one.
